It sure seems like Topps sent O-Pee-Chee their left over 1967 Pin-Up inserts, which were then inserted into 1968 packs in Canada by there is a some Printed in Canada indicia that eliminates this idea. The were folded twice, just like the Topps versions and the same cheap grade of paper was used.  This PSA 4 Clemente Pin-Up hasn't toned too much and the fold lines are strong, it looks quite sharp overall.  The biggest issue appears to be a slight miscut, truncating the Made In Canada line.  These are not often seen.
